REQUIREMENTS

RESPONSIBILITIES
  • Collecting, cleaning and maintaining data from Open Government Datasets. Data from all major government schemes and departments must be maintained in a structured data warehouse and updated regularly.
  • Analysis of cleaned data to identify patterns, correlations and infer meaningful conclusions. Thereafter, presenting them in a visually lucid manner to various stakeholders and policymakers through Swaniti’s Jigyasa portal.
  • Creating data packages for standardized and customized research output for use of Members of Parliament, Members of Legislative Assembly and Civil Servants.
  • Conceptualize and create standalone data visualizations and info-graphics on development and governance issues for dissemination to media outlets and general public
  • Analyzing and interpreting primary level data for Swaniti’s micro planning projects to identify key patterns for national and state level policy making.
  • If needed provide inputs for knowledge consultations and/or the Jigyasa platform.
QUALIFICATIONS
  • Graduate degree in any field with courses in Statistics, Econometrics or any data-related subjects. Those with advanced degrees will be given preference.
  • At least 2 years of active work experience in the public or private sector with a role dealing directly with data cleaning, analysis and visualizations.
SKILLS

Required

  • Familiarity with handling database systems like MySQL and Hive.
  • Proficiency in Python and Java. Familiarity with packages/libraries used for data manipulation and plotting (eg – numpy, panda, scikit-learn)
  • Understanding of statistical concepts involving descriptive and inferential stats, hypothesis testing, confidence intervals and sampling, clustering and classification.
  • Knowledge of common machine learning algorithms, from dimensionality reduction to supervised and unsupervised techniques.
  • Excellent working knowledge of MS Excel
  • Strong leadership skills, excellent people and team skills and a constant willingness to learn.

Recommended

  • Proficiency in R, SPSS and/or STATA.
  • Familiarity with MongoDB, Hadoop, Spark.
  • Understanding of linear algebra concepts such as matrix manipulations, Eigen values and vectors and multivariable calculus.
  • Knowledge regarding government policies, schemes and their implementation.

REQUIREMENTS
  • A deep understanding of how the Web works, from client requests to server-side handling and front-end rendering.
  • Experience with both relational and non-relational databases (MySQL, MongoDB)
  • Design, build, and maintain all parts of the data warehouse infrastructure (ETL, data modeling, metric design, reporting/dash boarding, etc.)
  • Work with data product manager, data scientists and other data analysts to refine product concepts and implement the data modelling needed to turn them into reality, or help automate processes
  • Defining, establishing and monitoring data quality standards and automated testing frameworks
  • Monitoring regular data processing tasks to ensure high level of data quality.
  • At least 2 years of experience in the domain is preferred.
ROLE & RESPONSIBILITIES

Objective: To conceptualize data and technology tools relevant for the development sector and manage the process of its development. Also work on creating data insights on developmental and public policy issues with a focus on providing knowledge support to policy makers and informing public discourse.

  1. Client (MP, District Collectors, Philanthropy Partners and Other district and state level Government Officers) Interaction for understanding their problems.
  2. Conceptualizing data and technology tools for solving some of these real world problems.
  3. Designing the technology workflow of envisaged solutions.
  4. Secondary data research and developing info graphics for social media.
  5. Analyzing and interpreting Open Government Data sets to identify patterns and creating data insights for providing evidence based inputs to various stakeholders and policymakers through Swaniti’s Jigyasa portal.
  6. Creating data packages for standardized and customized research output for use of Members of Parliament, Members of Legislative Assembly and Civil Servants.
  7. Conceptualize and create standalone data visualizations and info graphics on development and governance issues for dissemination to media outlets and general public.
  8. Designing and creating a structured data repository on sectors and indicators with sustained updating and verification mechanism.
  9. Creating and writing media content based on analysis and contextualization of open source data.
  10. Analyzing and interpreting primary level data for Swaniti’s micro planning projects to prioritise development projects.
  11. If needed provide inputs for knowledge consultations and/or the Jigyasa platform.
REQUIREMENTS
  1. The Product Developer will be expected to have a demonstrated record of being a ‘problem solver’ with ability to analyse big data, and commitment to working on policy and developmental challenges in India.
  2. At least 2 years of active work experience in the public or private sector with a role dealing directly with handling data.
  3. Past experience in development sector or consultancies with proven records of problem solving.
  4. Thorough understanding of technology and product development cycle.
  5. Post-graduate/Professional degree in any field with courses in Statistics, Econometric or any other data-related subjects. Those with computer science or advanced degrees will be given preference.
  6. Good working knowledge of MS Excel and ability to write complex Macros.
  7. Sound knowledge of government policies, initiatives and mechanisms.
  8. Critical mind with excellent oral and written communication skills.
  9. Strong leadership skills, along with good people skills and willingness to learn.
  10. Ability to work with passion, commitment and dedication as a part of a larger team working to strengthen governance.
RESPONSIBILITIES
  • Proficient understanding of GIS software, preferably open source like QGIS.
  • Create maps and graphs, using GIS software and related equipment.
  • Understanding client needs for necessity of usage of GIS Mapping tools.
  • Proficient knowledge of GIS in Watershed Management.
  • Conduct Research to locate and obtain existing databases.
  • Gather, analyze, and integrate spatial data from staff and determine how best the information can be displayed using GIS.
  • Compile geographic data from a variety of sources including census, field observation, satellite imagery, aerial photographs, and existing maps.
  • Analyze spatial data for geographic statistics to incorporate into documents and reports.
  • Design and update database, applying additional knowledge of spatial feature representations.
  • Enter new map data through use of a digitizer or by direct input of coordinate information using the principles of cartography including coordinate systems, longitude, latitude, elevation, topography, and map scales.
  • Analyze geographic relationships among varying types of data.
  • Prepare metadata and other documentation.
  • Operate and maintain GIS system hardware, software, plotter, digitizer, color printer, and video camera.
REQUIREMENTS
  • Must possess a masters in Geoinformatics or Remote Sensing and GIS. Or a bachelors in science along with diploma/relevant training in GIS technologies.
  • At least 2 years of related work experience in conducting and managing large scale GIS based surveys.
  • Candidates who have previously worked with not-for-profit and governmental organizations will be preferred.
DESIRABLE SKILLS
  • Excellent interpersonal and communication skills.
  • Should be able to converse fluently in Hindi and English.
  • Should exhibit leadership qualities and the capability to manage teams.
  • Should be knowledgeable of latest software like Bridge, e-Spatial, Maptitude, etc.
  • Ability to work with wide range of people, including Govt officials, local leaders, student volunteers, etc.
